I think it's personal perception more than anything, Fresh was the first season to have a different artstyle, a mid-season Cure, since then we never saw sequel seasons anymore, etc, so it feels like a new era for the franchise.
The third era is something that I never saw many people agreeing upon, some would say Maho, others would say HaCha, now we could even say that everything before Star Twinkle is "Heisei Precure" since Japan entered the new Reiwa era.

There ARE things you can pin down to define eras, and acutally, that was what people agreed upon until things got messy recently.
The eras refered to the producers, Washio was the producer for the first era, which started with Futari Wa Precure and ended with Yes Precure 5 Go Go, this era was largely carried by the same staff, and had Naoki Sato as the music composer.
The second era was produced by Umezawa, it started with Fresh Precure and ended with Smile Precure, here we started seeing major change in staff members with every season, we also started getting the All Star DX crossover movies, Precure was about to get cancelled at the start of this era but Umezawa managed to make it the most successful of all money-wise, the music here was composed by Yasuharu Tanahashi (also known as Cure Metal.)
Third era started with Doki Doki Precure, it was produced by Shibata, here the revenue of the show dipped so much that other shows targeting the same audience such as Aikatsu had the upper hand. Shibata got aided by Kaminoki (producer of Sailor Moon Crystal), she co-produced Go Princess Precure's first half with him and then produced the second half by herself.
This is when things got murky, as every following season got a different young producer, this is also when old fans stopped caring about categorizing the seasons into eras, as Kaminoki produced Kira Kira Precure A La Mode, Naito produced Mahou Tsukai Precure and Hugtto Precure, and Yanagawa currently produces Star Twinkle.
Interestingly enough, Hiroshi Takaki was the music composer starting with Doki Doki Precure and finished his job with Mahou Tsukai Precure. Also Mahou Tsukai was the last season to have its March movie feature all the Precures.
Yuki Hayashi is the current music composer and he has started with Kira Kira Precure A La Mode.
Simply put, we have FOUR eras!
Washio era, then Umezawa era, Shibata era, and finally the post-Shibata era.

I know there is a clear distinction between the first and second, but to me at least there just isn't a clear enough distinction between the second and third. Sure a producer changed, but there was no drastic change in direction of the shows art wise, thematically wise or story wise. And a music change also doesn't seem large enough to dictate a change in eras. I think since there was a drastic shift going from GoGo to Fresh that people just wanted to categorize precure into more nice chunks.

Let me put it this way. If I or someone else had watched all of precure from beginning to end, they could certainly tell you there was definitely a shift going from GoGo to Fresh, but then if you told them there were two more shifts during the series they would be completely dumbfounded and have no idea where to guess where that was.

Since both the director and character designer changes every season, the visual changes will always be drastic from one season to another, there are other things that defined each era production-wise, but none actually affects the visuals of the seasons.

I disagree that new watchers wouldn't be able to identify the third era. /pc/ as a whole definitely felt the shift back when Dokidoki was airing. There were people calling it a new era even back then, and once HaCha started it felt even more strongly confirmed.
Back then, the defining feature of the new era was seen as the new added emphasis on continuity: multi-parters could now happen outside of the midseason and finale, the ongoing plots were much more strongly emphasized, and the characters' development didn't have to reset at the end of the episode anymore. Nobody was thinking about staff; the change was formal, structural. And very much evident to anyone watching year-to-year.

It was never anything concrete, but that doesn't mean it didn't exist. It's basically the same sort of thing as the "post-Decade" Heisei Rider era. Diehards will argue about it not being a real thing, the staff don't make it official, but you can't stop the fans from seeing the pattern.

...But then after HaCha, GoPri happened, and it took the third era formula and borked it all up. After that, Toei seemed to give up and just started making random things trying to find a formula that would work again. Now /pc/ these days can't agree anymore, and it's all HaruHaru Precure's fault.
