I think GER would still beat all fiction, as GER alters fate itself unlike kumogawa who modifies reality. Zero could be set to giornos existence with requiem, so any time kumogawa tries to turn him to nothing, he would be reset. Meanwhile Giorno could do to kumogawa the the same thing he did to diavolo, where any time kumo tries to undo or change his fate, he just dies again in a different way. If he tries to turn GERs fate change into nothing, GER can just reset the fate change to zero.... in an infinite loop.

Well, Kumagawa also has Book Maker which was capable of sealing a Nigh-Omnipotent being (Ajimu) and brings people "down to his level", sealing all their shit. Physically he can attack instantly by deleting the time it takes to attack and keep up with Medaka, who is physically bullshit.

Also, would hitting Giorno with book maker actually affect GER, who has possibly become its own being, just like silver chariot requiem which had severed itself from polnareff.

Real reality warpers would negate all outcomes, so that wouldn't matter. Most warpers don't have that kind of power though. They're mostly just plot convenience warpers.

The reason why he keeps dying is because of Epitaph's powers.

Epitaph wants to show Diavolo his death, but since GER resets it before it can finish, he has to die a different way each time. He is technically skipping time still since he never fully dies before a new death starts. But since epitaph and ger are both automatic, he can never escape.

Given Giorno's performance against Heaven's Ascension DIO in EoH, it's enough to assume those on a reality warping level can potentially take on GER. Outside of that, GER is fucking ridiculous, it can hard counter most of Dragon Ball when considering the shit it can pull. In terms of Jojo itself, the only stands that can possibly defeat it is the Over Heaven stands (not including MiH) and Tusk Act 4, as Tusk's abilities are counted as infinity, a concept which is above a number and cannot be reverted to zero.
