90% of the redraw has diverted from the webcomic, only the most recent3 o 4 chapters have somewhat gotten back on track.
He's pretty bad, but this doesn't really matter. The goal of manga artists is to tell a story, not to draw perfect pictures. As long as their art fulfills this goal, it's alright if it looks flawed.

I didn't agree that he was good at page composition, I said that it wasn't what I was talking about, so if he is or not, it's not important. And it's not really a great part of drawing, it's more to do particularly with comic book as a medium. I doubt a Gustav Klimt could just go and create a readable comic regardless of his technique as an illustrator. Case in point, I've seen some good illustartors ask others for help regarding paneling

From the anime you could get a feeling of the same kind of heart and storytelling that Mizukami puts into all his work but it felt kinda rushed and tried to hit the emotional highs too often too early. Plus the whole concept and character mystery just wasn't as compelling as Spirit Circle's. That's a pretty damn high bar though.
