But I've been watching anime since 1998, I don't expect most people on Yea Forums to have watched more than one or two of these.
I don't really get the list, there's definitely some non-standard plots in there but I can't say any of these anime are specifically great all in all.
I do consider A wind called Amnesia as one of my favourite anime to this day though. It's a perfect 90s anime, but that's also one of the reasons why I'd be hard pressed to call it objectively good. You'd have to be a 90s kid to really like it.

My favourite out of these is Saint Tail, I loved it, and the worst one is Tobira wo Akete, it's pretty bad.

I think it's more about obscurity than quality.

There are two different charts here.
It may not ONLY be obscure stuff, but it can't be "bad" either. Could be someone with a very specific and "sophisticated" taste that simply made a chart of some of his favourite anime, and it's a genuine attempt at showing off some good stuff.
A lot of the stuff on this chart is the type of thing that the pre-2000s threads would praise as hidden gem masterpieces.

Nobody who disliked Gundam will ever be aware of CCA. You need to watch almost 150 episodes to get to it. Do you seriously think many people do that? Especially if they dislike 0079? Besides, his comment referred to the chart itself and the vast majority of its entries. Honestly, to westerners it wouldnt surprise me if CCA was the most obscure Gundam since it actually requires you to watch copious amounts of shit to get to it. The only comparable segment of Gundam would be Build Divers, but I am not sure if that's even build on a story or just SoL shit since I dropped it during the first season.

Even in Japan most people have only watched the movie version of 0079 and Zeta. And since the majority of people who have in fact watched CCA and Gundam are Japanese there's a good chance the majority who have seen CCA didn't see the ridiculously bad and drawn out TV version of 0079.

A lot of the 80's ovas are at their best entirely vapid, soulless efforts that exist to just visually embody a genre.
Frequently they're aggressively boring or pants on head retarded.
Even more frequently they're adaptations that cover 1/20th of their source material at best or rush though 5 novels in 3 40 minute episodes at worse.
I think most of the old forgotten ovas are forgotten for good reason. They're pretty and nothing else.

If we disregard the visuals, and when it's 80s or 90s OVA it's typically more of a motion thing than anything else because those were still the analogue days, if the anime is obscure enough it's doubtful it got a laserdisc release so you get bad washed out colors with thick ass Sharpie lines. On top of a bad rushed plot and amateur quality audio from the 90s... they look good as a backing for a synthwave video on youtube but that's about it.
I suppose they carry a certain level of mystique for the generations that didn't experience them in their full blurry as fuck bootleg VHS glory. But for me, they're just anime with bad direction and a lot of young talented people's lives wasted away tweening action scenes.

Nasu was the shit. The best sports anime, right after Ping Pong.
Episode 2 has a really gripping ending. But overall the enjoyment just depends on how fond you'll get of the silly characters and overall feel. Not for everyone but there's plenty of fun and some surprisingly nice moments, give it another chance I'd say. The last episode is 10/10 masterpiece though.
Whomever hasn't seen Digi Charat, does not belong on Yea Forums.
