I don't think the Simpsons have good character designs, but you should also differentiate between Simpsons character designs, which are cyclic and boring, and real classic cartoon character designs, which were made for maximum movement and expression. I dunno about movies, but the series' dubs are generally the responsibility of the company licensing the show, which is why more popular shows like the Simpsons have a great dubbing cast outside the US while anime gets dogshit dubs in the US. The movie being translated in 20 languages probably doesn't impact its budget.

That's actually the second half of this generation which is copying from Rick and Morty. It's not noodle arms, you're thinking of the first half of the 00's which was the AT years. And of course before that we had the stylized era made popular by Genndy. And who could forget the early 00's and 90's that reveled in highly detailed and gross out humor made popular by Ren and Stimpy? And running from the late 90's through the 00's were the "buddy" cartoon shows focusing on a pair of friends and their misadventures. And who could forget about the faux anime period of the 00's?

Fox cartoons are made with software that uses stock animations against stock backgrounds. It's literally drag and drop facial expressions and limb movement. That's why every falling animation in Family Guy looks exactly the same: head first, limbs splayed out, crash to the floor.

Let's be real. Anime looks significantly better than Western animation, not including stuff you see from Disney during the height of its dominance in 2D animation. But anime is stagnant as all hell. They perfected a look and never managed to move past it and are content copying everything from each other. Whenever something slightly different comes around it's immediately followed by hundreds of copycats and it keeps going like that for several years. Anime/manga/LNs/VNs/etc. are all in a rut and they feed from each other and do adaptations like a conga line of relative mediocrity. I scour manga sites for something different and the most drastically different manga I find turn out to have the same beats and characters as the generic stuff.

If you're genuinely asking the difference, the biggest difference is in how Western animation is produced. There are two types of Western cartoons: the ones that are storyboard based and the ones that are script based. Anime is just storyboard based and the writer doesn't have such big influence in the story.

In America storyboard based cartoons are something like Steven Universe, where the storyboard artists get more responsibility in how the the characters act. Usually the storyboards are sent to the animators who are outsourced.

Script based shows are something like The Simpsons and South Park, the artists get instructions from the writers how they want the characters to act in each scene. I can't think of a show like this in Japan.

Back when Disney did 2D animation, each animator focused on one character instead entire scenes. This has never been a thing in Japan aside animators who focus only on robots, effects or something other "special".

In terms of style Western animation is visually different. Westerners seem to prefer higher frame rate (I blame Disney and video game industry for this). There are shows like the new Turtles which has very Japanese-like animation.

They had to make the big mouth characters ugly to avoid any accusations of being pedos given the subject matter.
Most of the ugly character design in the west is still limited to vidya
