You have it backwards, Shiggy was repressing the memories of when he killed his family, which was why he didn't know he was holding back. This chapter was him finally remembering the full details of what had happened, which also meant unlocking his quirk's full potential. The hands were there to remind him of what he'd done until he could fully remember.

Stain and Deku was to give him a goal and a team, the goal was to take down hero society. We have seen him both emotionally and tactically work towards this goal. Now we see why his attitude was so corrupted in the beginning and we know he is in denial which is a massive development.

All this focus and Shiggy still isn't able to become a better character. He was better when we knew nothing about him.

I think in general what stops people from doing whatever they want is consequences. You pay for your food because otherwise you get kicked out or charged.
