Late reply but there's still licensing and distribution rights even if a figure or item is already sold in their international site. It's something like "X in licensing paid to distribute this figure to the world and Y to sell it within Japan"

There is a good reason why you are also not allowed to purchase from the global site to a Japanese address (you can try it yourself).

Bought my first figs of any kind on a trip to Japan recently. Two absurdly expensive Xenogears ones that're pretty nice, and three Haruhi figs because rip KyoAni. First thing that happened on getting the first Haruhi out of the box was her hand broke completely, think the unit had been on the shelf so long some of its interchangeable parts fused completely. 10/10. Just glad I picked up a Baseball Haruhi one to go with it, so I can still have one of her on the shelf while I work out how the fuck I'm cleaning out the right hand joint.

Should I just assume they forgot to scan the code and it's already flying outside of Japan's jurisdiction? usually when I buy from China it says when it's flying or at customs.
