Japanese authors basically operate by semi-randomly generating a diverse pool of potential waifus, seeing which ones end up appealing to a wide audience, then pandering and/or trolling said audience based on what generates to most reaction.
So there's no deeper meaning behind hers or most other female character's creation beyond waifu bait; this particular one worked out well.
