Jumping from a second floor window is no big deal, but the drop from a third floor window, especially if it's onto concrete, would be pretty terrifying. I had a quick Google check and the only info I could find was that jumping from a fourth floor window would give you about a 50% survival rate. It sounds as if this fire spread incredibly fast, and considering how densely packed with materials the average Japanese office is I can imagine why. I wouldn't expect a bunch of female office workers to have the balls to make the decision to jump from a window that high, even with flames raging behind you.

While they're definitely lax compared to other countries' building codes they were completely on point for their own country's fire codes.
The problem here is that the rooftop door was locked, so the potential to reach clean air was pretty much cut to nothing. When people rushed to the door and found out it was locked, it was well too late for them to have enough oxygen to scramble for whoever had the key, if they weren't caught in the explosion.
Also preparing for 40 gallons of gasoline being spread around the building and going off is like being prepared for a fucking plane crashing into it, the only thing that was going to stop this was catching that fucker before he started it, same case there too. He knew exactly what he was doing, as much as he claims mental illness, he abused their cultural customs to not be noisy in others' business, he found out when they'd have lax security, and he timed it so most staff would be on site.

You need to read properly. Rooftop wasn’t locked. Arsonist brought 40L but only used 10L, only 10L were enough to create a living hell. Survivors were the ones who were near the balcony. Witness/survivor said he couldn’t even see his own finger due the smoke and he followed some light to reach the balcony. Probably no one even tried to get close to windows or the balcony in the third floor, but that distance might be shortened a little bit if you actually cross the window/balcony, use your hands to hold the edge, extend your body and release it, the momentum is reduced. Even you might try holding something while falling if you're able (like the balcony in the second floor). But again, with one single person of the third floor that said: "Let's go to the roof!". They literally sealed their fate, and that's the logical thing everyone would have said in those few seconds you had to save your life. Probably the people from the third floor died without even knew that they were attacked for some maniac, because any other normal fire would have give them enough time to reach the roof.

After the KyoAni fire, I looked around for the fire safety features in my office building and they were quite impressive. Multiple sealed stairwells with fire doors slightly recessed into the wall. The fire doors are held open by electromagnets connected to the fire alarm, and they close simultaneously when needed to prevent smoke from filling the entire building. All escape route doors open outwards with crash bars. A throng of panicked people could just push themselves out of the building, barely any thinking required. American regulations are really well developed after century of deadly fires and CYA from litigation.

Explain why it wouldn't. The water suppression would cool the gases near the roof not the gasoline. Flashover occurs when the hot gases accumulating at the roof auto-ingnite. Sprinkler systems would delay this on pure thermodynamics. Even if a standard system can't put out the gasoline fire it would reduce the intensity giving more time to escape.

Carbon dioxide/halon are the worst extinguishing agents for gasoline as it will re-ignite when the gas is flushed out. You have to cool and contain fuel fires. For your information most ships use bunker oil not diesel yet.
Clean agents like carbon dioxide/halon are meant to protect engine rooms/servers in small tiny fires so that no damage to equipment occurs. When things get crazy water mist system are activated as they can knock down explosive fuel fires and cool the environment rapidly. For serious fires foam agents are required if you had a lake of gasoline with millions of gallons on fire.

Even a non-rated glass door would give them at least a minute or two of protection to reach the roof with rated assemblies providing 30m to 3hrs of protection.
The point is the fire fighting system can handle most types of fuel fire. 40L of gasoline is nothing for a mist water suppression system. These systems protect oil refineries, natural gas turbines (methane is even more explosive than gasoline), etc...
Electromagnetic door holders are good middle ground but default close is safer as no smoke can escape by default so there is no lag in the doors closing. At minimum fusible links as they are dirt cheap but quite laggy.

What may have happened is that going up was the second choice after going down looked impossible. They then realize the stairwell is simply clogged with smoke to the point you can't see shit since the smoke rises. The wood is a far more deadly fuel source in the building by volume. Gasoline is only 2x energy density of wood given the amount of wood/plastic in the building having sprinklers cool secondary fuels which formed the bulk of the fuel would have saved lives and slowed the fire significantly. When all the wood burns it produces flammable gases that contribute to the massive flashover. Sprinklers even standard ones would have delayed this significantly. And if they had glass doors walls extended around the wooden staircase sprinklers would cool the glass walls preventing it from breaking due to the heat preventing the first floor flash over from travelling upward. Gasoline started the fire but all that wood made it a lasting inferno. The gasoline burned off rapidly but set fire to a lot of wood which had no sprinklers to cool it making the fire exponentially more deadly.

If they knew the extent of the fire, maybe. Looking at the layout of the building their fire drill probably required them to use one of the two available stairwells. Spiral stairwell is out of the question. So they probably went down the regular stairs (assuming those weren't already on fire), saw that exit was blocked, and made their way back upstairs. By that point the fire likely propagated up through the spiral stairwell onto the second and third floor, blocking off the windows with smoke. As is pointed out by the survivor who jumped, smoke had quickly made itself up to the third floor in seconds.
