The only way to revolutionize villains now is to create one that everyone thinks is good, and I am not talking about like Ainz which is the reader the one who thinks he is good, I am talking a villain in which the world of the manga portrays him as good and all the people of the manga follows him and believes in him, he doesn't hide his evil intentions, people unironically follow that villain's evil intentions.

Guts and Griffith's relationship was not fleshed out at all, they had like 4 conversations in total. Griffith's goal was super generic and not developed at all, why did he care so much about being the ruler, how much it meant to him etc. There seems to be some consensus among the fandom that GA is great, despite it being mediocre. I guess anything seems good compared to what comes after that.
Kira wasn't developed enough in his old life to even justify putting him into a new life so abruptly. We hardly know this dude but suddenly get thrust into his whole deal of trying to not get outed as a serial killer by some kids. But who gives a fuck about this literal nobody? It's Scooby Doo tier. Part 4 is frustrating because the relaxed and fixed setting should lend itself to a gradual and natural building of its characters, but doesn't.

Even tho they aren't perfect, Griffith and Kira are leagues above most villains in manga or in general actually, and yeah Togashi's villains are definitely some of the best written characters ever.

Freeza wasn’t deep, but he was everything the villain needed to be and that’s why he’s commonly regarded as one of the best.
Griffith is a rival, not a villain. A different archetype entirely and Griffith only really stands out in that archetype because of how homosexual he is. He's basically a gay version of Char.
