Suddenly every show seems to be done with the budged of a Coke and some fries. Did the industry go bankrupt and there is no money to produce shows or they just realized it doesn't matter anyway since the objectvide is sell the source material?

There's money, but it doesn't trickle down. It's more a matter of time allocated for the production than budget problems (even if it's still linked: it's obvious that when you increase the production time, you also increase the wages you need to pay).

It's normal for the first couple of episodes to have a different animation quality from the majority of the show. Since I haven't yet watched ep3 either, I can't judge if it's just the usual drop in quality or if they really fucked up.
Nothing this season looks as bad as OPM S2.

issue is more of that the shadows on his back come from a non-existant tree that doesn't cast a shadow on the ground prior to the jump. it just feels out of touch

It's a mistake where an animator believes the bullet and the recoil are simultaneous. Handguns are made to delay recoil just long enough that the barrel doesn't move until after the bullet is on its way. In super slow motion it's a pretty interesting phenomena .

Even for the usual standards the number of shows with this level of production is surprisingly high. MAy be its because its summer, may be its because is summer that is always a weak season, but hell, this season is specially awful (when it comes to drawings and animation, the contents are as good or as bad as always)
Even better, they should just have put red screens where you can read "scene 23", a photo of a city, a CG metronome or a character breaking their necks and call it masterpiece.
