Better fire isolation of the stairs, roof access that doesn't go through the main stairwell, a roof door that opens with a push bar rather than a complicated latch, fire escapes directly accessible from the 2nd and 3rd floors without the need to go to the roof.

If both the main stairwell and the spiral staircase had been sealed off from fire, the arsonist would have been hard pressed to do something to both of them, and likely the main stairwell would have held for long enough for people to reach the roof. If the roof access had been like their Studio 5, the people on the 3rd floor probably would have been able to reach the roof without having to go through the worst of the smoke. If they had fire escapes attached to the balcony or at least to a window on the upper floors, more people might have tried to get out that way than out the stairs.
