Taiwan is Mandarin and Taiwanese Hokkien (mainly south) with a few more dialects thrown in.
Character set doesn't matter. It's extremely unlikely Rohans work would have a Taiwanese Hokkien translation, so it's most likely Mandarin published in Taiwan.
