It says years to get back to the point where they were before the fire. This does not mean we won't get anything at all. We're still getting the VEG and Free movies, and Dragon Maid was almost done with preproduction and had started production. KyoAni will not be stopping production of anything for very long. Give them a few months and they will be back to work. It'll be slow and we won't get a new series/movie every year but we will still be getting stuff slowly but surely.
The 5-10 years mean replacing all the employees lost in the fire with well trained animators again.

I'd say it will be about 2 years. They need to recruit and train new animators for 6 months. They need to build a new building, I'd say a year should be the best estimated. Also they need to move promising employees in AniDo to main studio, since they've been soloing Free since 2013, so they should be fine. Well the higher staff were from main studio though, but Ishihara and Yamada are still there. I leave aside Ishidate since his mentor is died, so it's understandable if he quits doing anime.
This leaves a year for animating, adapting new schedules for all staff, etc.

They'll take a few months to convert an existing building to become a studio and train a bunch of staff for a year at most. Yeah it's... weird thinking about it. Even if by some miracle we get another season of one of their older shows like Maid Dragon for example there is just no way its gonna be the same at all. A studio is just a name without the talent so it could honestly go any possible way at this point, they might try to emulate the kyoani style but we might just get something completely different which could mean a good thing but we'll have to wait and see.

It also sounds like he was specifically responding to Hatta's comment about all of the archives being dame. I'll give him that-- it will probably be 5-10 years before KyoAni is back to producing the same level of quality in-house. They lost too many uniquely talented people, and much of their behind-the-scenes work was lost in the fire. For example, if they still intend to make Denmoku one day, it will absolutely take the better part of a decade to train new designers and animators to do it right.
I still think that KyoAni will be making smaller projects or doing co-production in the meantime.

Japan (or the world) does not have a shortage of extremely skilled artists. On the contrary, there's a shitton of extremely skilled artists who want to do it for a living but can't because there isn't enough demand for art to employ everyone and some other people are better at getting the opportunities to build a career out of creative work. This is why most studios can afford to pay a subhuman salary to animators and still find people who are excited to do that work for that amount of money, and since KyoAni doesn't even do that, they should have an easy time finding the talent.
The bigger issue is the atmosphere. It's hard to make fun art if you're not having fun yourself, and suddenly working with strangers instead of people you've known for years who are now dead or badly injured can make it difficult. Or they can find strength in the fact that they're carrying on and keeping the legacy alive and make something even better than they've ever done before. It remains to be seen what actually happens, but the 2 million raised by fans around the world who care that much about KyoAni's works can definitely help them feel the latter way.
