That's not how it works, his weight needs to be equal to that of the boot in order to achieve as much acceleration as the boot, the maximum speed that the boot can reach being that of the speed of light means that he needs to throw an object that weighs as much as him in the opposite direction just to stop moving.
Even is his punch defies logic it can't defy the laws of physics, he can't punch himself to stop moving and then punch himself back to Earth that makes no sense.

Also, a jump high enough to reach the head of a monster taller than a building wouldn't even be possible because the ground would break under Saitama's feet. The rules of physics are Saitama's bitch.

90% of light speed is still nearly light speed but there's a pretty massive difference between that and 99.999%
The problem is that, in absence of external forces, an object would keep a constant momentum, which is the product of mass and speed. Just punching wouldn't change his mass or speed, because it's an internal force. But if Saitama throws something that he's carrying with himself, like a boot, while the system Saitama-boot would have a constant mass, a part of the system, the boot, would have a higher speed after being thrown, so, for the system Saitama-boot to keep the same momentum than before the boot was thrown, Saitama would lose speed and, if the boot is thrown hard enough, even gain speed in the opposite direction. Of course, since Saitama's mass is way bigger than the mass of his boot, he would have to throw it ridiculously hard to reverse his direction, the boot would probably disintegrate before leaving his hand, and since Earth is not standing still in space, he would also have to aim himself.
