In typical internal stairwells, the stairwell is enclosed on all floors with fire resistant doors separating the stairwell from each floor. This generally works very well. I'm not sure what went wrong in the internal enclosed stairwell in this case, some reports I've heard suggest that the arsonist spread gasoline in the stairwell, but I'm not sure if that's true. I'm sure Japanese authorities are investigating this matter very carefully.
More concerning than the enclosed stairwell is the spiral staircase. Without walls and fire resistant doors around it, smoke and hot gasses from one floor are free to spread very rapidly throughout any floor linked to that spiral staircase.
It's also clear that an external staircase would have saved many lives, and would not have become a chimney.

Art supply fires can be very aggressive. I don't know if modern studios have anything like that still or if it's purely digital now, but they certainly did have a lot of paper and loose clutter laying around. Furthermore the synthetic materials a lot of office furniture and equipment have in them can create very toxic gasses when burned. All in all, you should take ANY office fire very seriously. They can be extremely lethal even without an accelerant like gasoline being thrown into the mix.
