They're barely an association, so they don't really have enemies. You'd be talking about the government policitians who give orders to Netero, who indeed told him to get rid of the ants no matter what, but they don't know nor care about the specifics of nen. I mean they fucking suicided Netero the strongest hunter ever with a bomb and didn't send an army of hunters at the Chimera Ants.
The Hunter Organization is mostly full of mercs. They don't really have any direct enemies except for what they feel like fighting or are paid to fight, and moreover the requirements to reach Kurapika's overly specific attack powers would be so high that only an insignificant portion of the population would be able to reach it.

Mercs and most certain type of different fields they work and pursuing. Not all children can or will become hunters, after all the HA are not Jedi.

Because most Nen users could be killed by a Sniper, anyway. Nen does not grant you a passiv immunity to bullets. You have yo be using Gyo or Ren, or have a very strong Ten in order to take a bulley.
Also, one of the Princes in the current arc does have a suicide squad of plebs she trained for years to commit specific murders and then commit suicide. And characters in the setting recognize the possibility, so it seems like it is not an uncommon practice to do that.

Kurapika says that most Nen users couldn't fully block a shot from Sakata's gun even with Gyo, and back in the Nostrade test we see all bodyguards using an object to block rather than tanking any bullets themselves.
So, pretty much anyone who hasn't trained to keep their Ten or En up would be pretty much dead if surprised by a Sniper. Including probably most Troupe members and Killua.
Not all childrens are equal. Gon being Gon is an exception. Most children are trash licking asswipes that need to be looked after.
It will definitelly rip the skin and burrow somewhat but it won't be fatal for him. Only one I remember off the top of my head tanking bullets and a bazooka was uvogin but he's an enhancer, I'm guessing others can train to block bullets too.
That's what I said. Only the fodder can't tank a sniper and in regards to blocking bullets even if you could it would probably be wiser to block it with an item so as to expend less or no aura at all.

King was caught off guard and the bomb is miles more powerful than a rocket launcher. If it wasn't for his royal guard sacrificing that would've been the end for him(assuming there was no after-poison shenanigans). I doubt that even an unsurprised King would've been able to tank that bomb.

Kurapika blocked bullets with his chain. The only non-Chimera Ants characters to ever "tank" bullets are Uvogin and Bills. Both enhancers.
Uvo was prepared for the Rocket Launcher and thus probably used Gyo.
Gyo is like a cushion not a shield, I assume, so it absorbed part of the impact. Kurapika is also under Emperor Time when tanking the attack, so he is technically an Enhancer when blocking. Kurapika is also sent flying by the attack, further dispetsing the impact.
And BBI's AoE is also greatly exagerated in the 2011 anime for some dumb reason. The hole in the manga is smaller than Uvo and something a Tank could do irl.
The Rose Bomb is fictional so we don't know how strong it really is, but mos of the language surrounding it is language used to describe a Dirty Bomb in some famous article, I think. So many believe it is meant to be a Dirty Bomb.
Actually it takes place in a fictional version of 20th century.
First, the map of the known world is like that of the real world with rotated continents(pic related). Secondly, it seems that the primary language spoken in the world uses a syllabary which is exactly like hiragana/katakana, but also kanji. I say the primary language because it is used in all continents (all the members of the Hunters Association, Gon, Killua, Nasubi, Diego...), but there are also others: examples are the Kurta language and Feitan's language. Politically speaking, East Gorteau is an allegory of North Korea, and V5/V6 is not different from G8 or similar groups. Furthermore, the author appears "in person", dressed as a dog, the character of Prince Baka appears to comment a match.
Now, as for the references made by characters, these actually establish real continuity:

A trained soldier like Furykov was still bleeding after being shot in the head, but someone like Benjamin could tank bullets from a glock no problem. And Killua also was bleeding from sniper fire when fighting Ikalgo, whereas Bill could do it with multiple bullets at the same time with no scratches.
The exact aura amount needed to stop a bullet with no damage is still pretty high in addition to needing the reflexes and aura control to pinpoint where the bullets will hit if you can't just do it casually with ten or ren. Kurapkia is a conjurer so he's furthest away from Enhancement from the getgo, then even with his emperor time he still might not be good to stop bullets without injury.

I implied that it's a good thing, numbnuts. HxH world is based on ours because it's a realistic setting that intends to question our society and our very nature. It's basically a political commentary of our current affairs. The DC (what we've seen of it) will be the first foray into full fantasy territory, but it's likely to be a Lovecraftian-esque type of human commentary.

No, you're assuming Kurapika is always in ET mode, and that his 100% enhancement when not facing a Phantom Troupe member is enough to stop a bullet without injury. Or did you forget that Nen is also affected by mindset? There's a reason Netero even after sharpening his focus and aura in the mountains put on his favorite shirt and Kurapika is inarguably stronger when fighting a member of the troupe because of his grudge than he would Joe Blow?
Even in the beginning of York Shin he chose to block the bullets with his chains rather than tank them. That alone shows that he still considers bullets a threat best avoided even before this arc and there's no reason to assume it matters if the bullet has aura or not for him as the calibur alone poses a problem.

He's either an enhancer or another category with sufficient aura to stop a bullet. There's also the possibility that's an exaggeration and that still says nothing of whether or not he was injured from every bullet or not.

Look at the pic, he's right about the percentages, the last panel doesn't make sense without assuming the existence of two sets of percentages, you have two take the %^2 every time, not simply apply % one time. It's something almost no one in the fanbase is aware of, because you have no way of knowing if you've watched only the anime and you're almost sure to not grasp it even if you've read the manga unless you pay particular attention to that bit.

Nothing this arc or previous ones shows that Kurapika is best suited to not taking damage from getting shot. It's your conjecture that he could do so but the character himself disagrees. Plus, by default he's a conjurer, least suited to amassing a ton of aura, that alone leads credence that generally speaking bullets are a problem. Not to mention the amount of bullets he can handle and the caliber. Before even factoring in if the bullets have aura on them as well.
I rather live in the Kakin Kingdom then east Gorteau. Living in Kakin is much better than living like a fucking pleb in east-Gorteau.
Not only that, blocking bullets is low-iq it's just common sense within the context of the story to dodge them if you have the reflexes. It's a waste of time and energy bothering to react with the exact correct aura % in the exact spot aimed at just so the enemy can find out what you're capable of aura wise and then STILL taking damage on top of it.
