Jiren is easily the worst character in Dragon Ball. Not just Super, but the franchise as a whole. He has no character, no interesting backstory, or even any memorable personality traits. He wouldn't even make a decent side-character. Jiren is a plot device for Goku to unlock “Ultra Instinct” more than an actual character with interesting motivations and personality. He’s just introduced to be “The Latest Tough Bad Guy” for the next arc with Belmod and the Pride Troopers acting as his cheerleaders.
His tragic backstory could have come from any shonen anime or comic book, and we never learn anything interesting about his lost master or family that would make us care about them. His sad past is especially unimpressive when compared to Vegeta, who lost his entire race, or Broly, who was raised on a hellish deathworld by an abusive father. Jiren's backstory is so utterly generic that his family's killer was left unnamed, because the cynical writers didn't care enough about him other than to say "HE HAD IT ROUGH," expecting our heartstrings to be tugged by such cliches, as though this was the first character with a tragic past we had ever encountered.
Jiren's fighting style (if you could call it that) is visually unimpressive, consisting of eyebeams and rapid-fire punches, which literally every other character can do. He has nothing to compete with Goku's Kaio-Ken, Vegeta's Final Flash, Future Trunks' swordsmanship, or Piccolo's Special Beam Cannon. Even sHit, the previous bald alien jobber, had a few interesting techniques such as his Time Skip.
Jiren is Plank from Ed, Edd, & Eddy. He's a dull hunk of wood whose personality is literally what others imposed on him. Even his little jobber minions, Toppo and Dyspo, are more interesting. His one claim to fame is having a higher power level than anyone else, in a series where power levels are surpassed in the blink of an eye.
Oh, and he only got 5 KOs. Even Master Roshi got 5, and Android #18 got 6.
