It's not a plothole if you stop thinking about powerlevels in a linear fashion, because the manga obviously doesn't do that. A character like Crocodile can be beaten in Alabsta by a half-dying Luffy and show up during Marineford to clash with Doflamingo just fine. A character like Moria can be "rivals" with Kaidou and be shtistomped by Luffy years later. Chopper can block an attack fo Big Mom by turning super fluffy, and yet Luffy using haki will get smacked away by her.
