Zommari, that giant Barragan's Fraccion, Yammi, actually a lot of the fodder Arrancar were ugly, but that's because of how Arrancarization works so lesser Arrancar not only were significantly weaker but also uglier, some Sternritter were also ugly, most of them also fodder though, as a rule of thumb if you aren't hot or old chances are you are weak and will probably die in a couple chapters

Kubo, no contest. Hori can make block people with decent shading when he wants to be edgy, but Kubo's character designs are top notch.
And while Koobs may skimp on the backgrounds and have some shoddy areas in his world building, the world he did come up with was actually worthwhile and worth seeing depicted. The world in BNHA is an afterthought.

Kubo's art in general has a narrowerer range compared to Hori, but the former's action panels tend to flow better.
They're both competent professional artists so trying to meticulously rank them is a vanity exercise. If this is a pretense to discuss some other artist(s) just go ahead and drop the names you're so dying to mention.
