Yes, it's an incredibly well designed shot that serves the story (making Misato look powerful and determined). The hallway's moving back in perspective, while the graphical design of the shot shoots you inward and up toward misato's torso. On top of that, the walk cycle is animated in a way that leaps off the screen thanks to the arm. It's incredibly dynamic, and its sense of depth is powerful.
I know it's a "meme" to say this, but it should really be taught in film school.
