His character was designed at a point when Hori still cared about making this manga good, so his power is complex and has some backstory and thought put into it. Thought that Hori stopped putting into the manga once it got an anime adaptation and he got greedy and lazy.

The whole thing was pretty unsatisfying as far as the results.

Momo gets talked up and jobs. Again. Most versatile quirk in the class and her entire contribution to the manga is providing the tracker for the noumu storage. Kirishima jobs. Tokoyami gets a whole big flashback and starts to win and then...instantly jobs because Shemage literally choked him out over a training exercise. Todoroki jobs. It's pitiful really.

It turns out that One For All is basically Katamari Damacy and just rolls up the quirks of the previous owners as it's passed down. This hasn't happened to any of the other holders because it's implied the strengthening of the quirk or some other factor (Deku has a vision of the original One For All holder and he warns him that "the singularity" has already passed). He manifests one of the quirks during a training arc, but it quickly gets put back on the shelf because Deku believes he needs a much higher % mastery of One For All before he can effectively use it.

An image of that quirk's holder tells him he's going to "complete" One For All and that he'll eventually be able to use all their quirks. As for current percentages- he's able to use 20% in short bursts.

Hori's problem lies in making his arcs too linear. That arc didn't set anything up for the future, and it didn't have any relation to the previous arcs or the one that succeeded it - making it nothing more than filler.

If he wants to have a training arc, fine. But he could've spent half of a chapter introducing the Quirk Liberation Army sometime between U.A.'s fights, so that we know the world is progressing outside of these boring matches. It honestly feels like everything revolves around Deku and friends, and that nothing ever fucking happens if they're not involved in it.

Culture Festival is shit for the exact same reasons. Didn't fit into the story, had a shitty fight, and had no goal, and if you think anyone cares about Gentle returning to the story then you really don't know your own fanbase.

I ran a Mutants and Masterminds BNHA game since I find the Marvel/DC/etc worlds to be kinda boring and liked the idea of everyone having superpowers it went really well.

The only stuff of any note that came from the game in overall worldbuilding I did:

>One of the PCs was a spidergirl who had two legs/multiple arms (more human) but her mom basically was full monster musume levels of spidergirl. Her dad was a biker and when he met her mom used to drive her around in a special sidecar he built for his bike.

Someone actually pointed out a while back that while Momo can create anything if she understands it's molecular structure, Todoroki doesn't seem to need to be aware of of the chemical bonds that create his ice and fire. So by combining his quirk with creation the handicap of Momo's quirk becomes obsolete, or at least minimized. It also might help Shoto's ice or fire quirk to manifest itself in more controllable ways. Example being he can't just make an ice sculpture, and he needed the combined quirks of the kids and Inasa to make the slide. he doesn't have that kind of control over his power.
