He completely was, Giorno's in no way qualified for the position. And he was such a damn non-character that Araki thought putting him on top in the end could somehow compensate for that. Bruno got robbed.

Now that I think about it. If Bruno lived would Giorno had accepted being a Capo beneath Bruno? He seemes to also like leading people as much as DIO or Diavolo does.

So that Giorno could be in his own body for rest of the finale. Literally all there is to it (besides stupid shock factor).

It's not Jojo if most of the main cast don't die off by the end of the part. Part 4 is an exception.

It could make for a nice growth moment for him to accept someone else to be above him because that person is demonstrably more appropriate for the position and he grows to respect that. Not that Giorno ever particularly showed much care for ''leading'' anyway.
