I've seen a long discussion about Saitama VS Cirno at one point and they just couldn't figure out who would win.

Saitama is definitely at least in the league of planet busters but he hasn't had the opportunity yet to truly test his powers and see if it is indeed limitless like he thinks it is or there is an actual ceiling for it. Him having to consider the planet under him limits him.
Maybe in a later arc taking place outside of Earth he'll have an opportunity to go all out.

On the other hand Dragon Ball is mostly about exploring the limits of Goku's abilities so we know exactly how strong he is.
Saitama could probably wipe out a planet with a single punch where as Goku still needs energy blasts strategically pointed at the right direction. I'd say that even with the limited demonstrations of Saitama's powers, he has already shown enough to prove that he's stronger.

There's beings that can punch through entire planets without suffering any damage, fly at speeds far faster than the speed of light, reverse time, and punch contests between them can thorn apart the fabric of space-time. And Goku can fight them on even grounds. Absolutely nothing in OPM reaches even close that unless you factor fan speculation and use hasty generalizationa as arguments. In a neutral setting (which is where people who aren't brainded fanboys actually have these kinds of battle play out), Goku would destroy Saitama 10/10 times, and so would he in the DB universe. I'm caught up on all of the anime, I don't read the ongoing manga.
But I'm not sure. Either DB combat is nerfed for plot reasons so that the combatants won't destroy the planet under themselves with every other punch, or they're not all that strong.
It's weird how far they've progressed beyond Vegeta's saiyan saga powerlevel, which was the entry point of planet busters, but never do it anymore unless they specifically aim to do that.
Either their powerlevels growing too far is the plothole or Beerus being too casual about destroying those planets.

I think the mangaka has set it up nicely.

If you have air in your lungs, then that'll get ripped out and probably damage your lungs pretty severely. But if you exhale first and close your eyes, you could survive the vacuum of space (provided you are not in direct sunlight) for up to 20 seconds before the blood vessels start rupturing, and you can survive even that for up to 15 more seconds before permanent damage starts setting in. Death will only occur somewhere around 60 seconds in, not instantly.
If your eyes are open you will be blinded as the moisture covering them flash-boils though. And if you're in sunlight you will begin to fry.
