I can't help but think that his editors forced the shit out of him to make it more light-hearted quite contrary to part 1, with all the Q's as you mentioned and the general slow start of the sequel. Even back in the threads early in :RE, people were "memeing" that someone other than Ishida took over the series because of much they expected him to deliver more good stuff, but it never came to be true. Sure, Rose arc kinda had few bits of the old TG feeling here and there but it just wasn't the same story with all the loose ends and how certain characters like Amon were just straight up ignored etc.
Also, it's kinda crazy how much the art gets worse throughout :RE when you just compare it to some of the stuff from even earlier parts of TG where Ishida had just started drawing manga.
