According to the 4th datebook the only requirement to activate Susano’o is the manifestation of both Mangekyō Sharingan, which was already the case when Obito was a kid.
Madara had no eyes at all when he used it. Shisui activated his Susano’o after his one eye was already stolen, I know It's game filler, but Kishi confirmed an drew his Susano’o at least. So maybe his fight is canon too?
With that in mind, the only benefit I can think of is using Kamui in long range too ( Kakashis Kamui ), so it's probably better to keep the Sharingan / Rinnegan combination ( even if he never used the rinnegan iirc ).

You need to activate mangekyo in both eyes in order to activate the power of susano'o. Obito had one eye when he activated his mangekyo so no he cant use susano'o

Honestly, Yes. Already pretty strong with just the right eye but the long range Kamui plus Susanoo will make him a menace to anyone in the naruto timeline.

Kakashi used short distance Kamui, and Obito used long distance when they both only had one eye.
The only advantage with both eyes is the speed of the warp greatly increases.

Also, he was in possession of the strongest defense, the shield, and the strongest weapon, the sword of susanoo, which sucks people's soles into another realm.
