With all the recent changes, it's super hard to get a read on this anymore. For example, Mathers is stronger individually than in a group, platinum wing Accel can stalemate Magic Gods but was also stalemated by Elizard, Dion jobbed against non-magic Aleister but won against Saints. Aleister is blue border when using Spiritual Tripping and Blasting Rod, but have black border when he's using other types of magic (Christian, Horus). Not to mention he has a different tier depending on what powers he used.

I'm neutral to Mikoto but she was better at this.

Accel was socked in blood because of himself not Neph, who didn't seem she could lay a finger on him after he accessed the Clonoth. Someone being more injured also doesn't mean that the person stalemated or lost. This is mostly based on Dion's bullshit but my guess is that just like saints have Christ's powers because their bodies resemble Christ's, Touma was born with a body that resembles a dragon and that gave him the powers and traits of a dragon without actually being a dragon himself. IT descries himself as a power born from quantum observations and he was born of a prism, so it is possible that the dragons we see materialize using AIM and have something to do with some form espers powers or personal reality. That being said, I don't think Touma is a saint or gemstone, trying to explain a power using only magic or science is pointless at this point, Touma is probably closer to something like the brain eater loli, someone who was simply born with an special body.
