This, being bullied or having an edgy anime past isn't a personality. She, like the rest of the cast is incredibly boring, they just feel like empty archetypes design to pedal shallow world views or "these kinds" of people.
It was fine up until the bridge argument scene, then it was just sad shit after sad shit after sad shit never letting up, with basically every character in it getting a dedicated crying scene. If they wanted drama they should have spread it out more evenly across the whole thing instead of loading it into the second half.
She had plenty of personality and complexity. It's just that you're too used to HEARING what their feelings are in monologue or dialogue. With Shoko, you had to infer a lot as to what her true feelings were. This was sort of the entire point of the movie.
