The only reason I can see why the anime will be delayed for more than a month/moved to next season is because they have to redraw most of the scenes so that it won't trigger PTSD.

That is because the animation itself is done before the audio production is, and that's all we need to get to work. What you are referring to is the version with foley and music. which networks can get up to the last minute, though that's rare.

Well considering our recording parallels the Japanese recordings, then it's around the same time they finish, usually a few days before airing.
Most animation work by then is complete. They get sent a mix with foley which is when they may do a recomp of things they want to change visually, but it virtually never affects the voice over.
Once the broadcast version is sent to the station, they send us the foley track. Since most modern anime doesn't include music or visual editing (unless it's a children's anime maybe) we just plop our vocals onto the foley track, do some basic sound mixing (echo/reverb, things like that) and usually by the end of that day we'll have a broadcast ready English dub.

Coppelion is a good comparison I suppose, but Madoka was delayed simply because SHAFT was affected by the earthquake, at least from what I remember. SHAFT isn't really a good comparison though because during that 2009-2012ish time frame they were notorious for their terrible production schedules (which still hasn't really changed) leaving episodes unfinished or delayed.

And part of the delay was that SHAFT's studio had damage and it was days before it was safe for them to reoccupy it. Sensitivity did play a role, though, because episode 10 was still delayed in Tokyo even though it was complete (and had already aired in Osaka).

That was the primary reason for the delay of the final two episodes, but not the reason for delaying episode 10, which had already aired in Osaka, but not yet in Tokyo because it was airing on different nights, and the quake happened in the interim.
