Basically I think that death of cel animation in late 90's/early 00's is what killed best looking anime. Red line was the last attempt at resurecting it, but it flopped.

A lot of digital anime is hand drawn then scanned for digital coloring and stuff. Just like Redline. They are not drawn on cells however.

Because most 80s OVAs are even more derivative than your seasonal budget harem isekai. There's only around 15 hours worth of legitimately good 80s OVAs. Then there's a day's worth of popcorn-tier OVAs that are entertaining but aren't legitimately good. And then there's tons of bottom of the barrel derivative "high schooler/teenager in skimpy skin-suit/bikini armor defeats the mad scientist/demon lord"
