First I was kind of skeptical but as days pass, I starting to get worried. All four girls have been completely silent in their twitters, when they four were pretty active before the arson.
Ayaka Asai (Hazuki's VA) particulary stands out, she twitted or retweeted like 7~9 posts per day, but after the arson absolutely nothing.
I just hope I'm being just fucking paranoid and their agencies asked them to remain silent for respect or something... Because, I don't even want to think about the worst, that'd be just too much.
A few of the typically active Jap accounts I follow have been pretty quiet too, and they were nowhere near KyoAni. They might just be in mourning.

Did they even do VA work at the building that was burned? I don't know if anime studios have their own VA studios or if they do it in a separate studio.
It was confirmed that NHK news were in Kyoani's building for an interview, that's why most of the main staff was there, the only way the girls where there is that something about Hibike were asked and they were part of the interview. The chances aren't zero.

We have no real reason to believe that any VAs were in Studio 1 at the time, and production for the new Hibike has not started yet. At the very least, Tomoyo Kurosawa and Chika Ansai have roles in other anime this season, so if anything happened to them, we would have heard something about episodes being postponed or cancelled.

It's a very real possibility that the Hibike VAs were present for a scheduled interview. The primary reason being that there WAS going to be a S3 for Hibike, just announced. Also the latest Hibike movie just premiered in USA theaters just last week. We know that NHK was planning to be there, that's why the security was turned off for the day by the CEO.

S3 of Hibike was just announced. The Hibike movie was released recently in Japan (and was released for a limited run in USA just a few days before the fire). NHK was scheduled to visit that day to conduct interviews, that's why many of the important directors were present as well. Yes, VA work was done in that building. You can see on multiple floor plans shown on the news that one of the rooms on F1 is labeled "voice recording room", and also that one dead body was recovered in that very room.
Of course KyoAni uses other dedicated recording studios for the main body of VA work as time, money, and convenience allows. But it's common for anime studios to have their own recording room to work on small edits/changes throughout the production process. KyoAni even more than others in fact, because they are known for taking on more than just anime production. They publish their own works, manage merchandising, fan events, and even run their own animation school.
Of course they know, but technically the ones who can't be identified yet are still missing. So up to the DNA test results are delivered, all people different than the family can't do anything or say anything (that includes Lerche, who are in charge of Kanata no Astra, in case Tomoyo was involved)

I think the fact that the live event hasn't been canceled yet is a very good sign that she and the other Hibiki's are okay. I think had she been affected by the fire, the moment her agent/talent agency lost contact with her and couldn't verify her safety, they would have cancelled the event ASAP citing "technical/scheduling difficulties." Not with the sort of smoke and carbon monoxide that would have been hitting these people. See the video ? See that spiral staircase in the background with some glass at the top? That staircase goes all the way up to the third floor. The glass connected to the ceiling is an anti-smoke measure. However it's not designed to deal with the sort of smoke produced when someone pours a bunch of gasoline on the floor and ignites it in a fireball that engulfs a big chunk of the first floor immediately. So by the time they figured out what was going on, a ton of smoke and shit would have been pouring up that stairwell like a chimney to fill the third floor.

Because the ground floor was completely conflagrated they had no choice but to go sideways (out a window) or up. In their panic they didn't think that the smoke would be funneled into the stairwell.

There is no reason to talk to this user. He greatly admires Japanese autism regarding information distribution. There have been past recent events where such treatment of information has led to the harm of the public standing of involved people such as when that Idol from NGT was assaulted and the obvious cover up from the management led to half hearted statements from all sides and basically destroyed an entire company subdivision. It allowed time for further cover ups and by the time the information was reported public will to change the company was lost.
In this case there is no harm no foul in waiting to release the information, no ones careers are going to end and any charred bodies or burn victims aren't going to be healed by it. What has most likely happened is, when police got involved they notified whoever is in charge, Hatta in this case, for staff to not have communication with the media until an official statement can be made - in respect for all families and parties involved. I'm sure there's also legal reasons here too. What then happens is Hatta will send out a mass contact mail, via line/sms/email whatever they use and all related members including VA's they are currently using or whoever is part of this staff mail list will have received it. Even if you look at the previous old confirmations, for example the guy who confirmed Yamada's safety, he had to tweet again later saying he regretted making that confirmation as he had a lot of media try to get statements from him regarding it and he has caused Yamada trouble from the tweet itself.

New Hibike and Kobayashi seasons are (were) planned but seemingly no date was set yet. With the foregoing in mind, the new Hibike anime project is probably not gonna be finished until winter 2020. I don't know how accurate the ANN information is but I don't think that an nterview with some of the Hibike VAs involved would be made so soon. What would be the reason for that? One more reason to doubt their presence in that building on Thursday.

Toyota Moe attended a live taping of a show or something within the last 12 hours. Her smile was forced and it looked like she had been crying a lot (red eyes), but she was there. If she had been in the building and/or thought any of those close friends had become trapped and died in the building she would have cancelled the appearance without a second thought. She wasn't in there, and if she wasn't there then neither were the others.
There is the remotest of remote possibilities that they were there and she just got out quickly and is being strong by attending the show literally days after a traumatic event that could have killed close friends, but the level of mental gymnastics required to believe that is far greater than following the now obvious logical signs pointing to them not being there.

Watch from 1:20. They recreated the fire in a model mockup. Given the volume of gasoline used, it was likely that the smoke spread as quickly when scaled up.If you weren't out within the first minute, you'd probably be dead. Anyone who went up either staircase was fucked.

They were in the building and at least Toyota made it out unharmed, with the other three either dying in the recording room, dying elsewhere in the building or making it out unharmed or burned or whatever. Toyota Moe has the strength to put on a smile and attend some idol event despite surviving a traumatic event that could have taken her friends' lives just days earlier. Or They weren't there at all and are being Twitter silent out of grief, respect and/or agent orders.
One of those is exponentially more believable than the other.

NHK surely has other film crews based in Tokyo, right? If they wanted to include the voice cast, why would they drag them all the way out to Kyoto instead of just filming them in their natural habitat?

In fact I would even be pissed off, if she's not canceling. At least don't show yourself laughing like nothing happened. But I repeat, that's so remotely abysmal that keep going at this point is just morbid.

That's exactly it. We're at the point where believing they were in there is the denial. Before Toyota's event there was some logical reasons to worry for their safety, but all that's out the window now with belief that they weren't there just being bloody common sense rather than hope.
