You can't really tell from one picture of the outside unless we know where the fire exits are or aren't. It's entirely possible they have a proper stairwell with self-closing and sealing fire doors and a ground level fire escape door. They also probably don't have a spiral staircase that will act as a chimney and funnel smoke and carbon monoxide up to all the above floors.

Everything points to this motherfucker being a patsy. Any other day and he wouldn't have even been able to get into the building to begin with. He might have started a fire outside and still caused some damage but wouldn't have killed people. But it's like I said, he somehow knew exactly when to attack them and was sufficiently aware of the layout of their building enough to start the fire right at the bottom of the spiral staircase; he knew the exact time and place to do what he did to do the absolute most damage to the company.
