5 has the best core group of characters and best group of villains, with a subpar final antagonist and PHF adds a lot to that ending.
7 is fun, and I like High Voltage given how it keeps up the theme of fate, but it also feels tacked on.
6 has some solid ending stand battles, but the cast is only half good, with the main villain saving the villain group. Ending is the best in the series.
1 is the most consistently good and well thought out of the entire series. All the villains contribute to Johnathan's growth and unlike most other JoJo's parts, this Part is a tragedy. Only issue is one of the protagonists, William Zepelli. He is bland, meaning 1/3rd of the core group kind of sucks. Speedwagon is great as a character, he helps keep up the theme of humanity vs inhumanity and the people who meme him up are retards who completely missed the point of why he's Araki's favourite character.
Part 4 has mostly shit villains, and a travesty of a main cast saved by Rohan, Koichi and Jotaro, AKA a returning character and somebody who shows up a quarter of the way through the arc.
Part 2 is okay. Ceaser and Lisa Lisa don't contribute much, if anything, the Pillar Men just kind of exist. It's more like a 'hype up' part, and it does that well.
Part 3 is the only bad Part. Dragged out way too long with more bad stand fights than good and a villain that completely changes their personality from how they were built up. Doesn't help that the side villains are all forgettable except D'Arby and Vanilla Ice, and the group of MCs only has two good ones. Polnareff and Joseph (who is an improvement on his Part 2 counterpart in all honesty).

They're the same character in that they're both Dio Brando, but there's a clear and distinct separation between their personalities, motives, goals, and actual character beneath all that.
Dio Brando likes to play around in luxury, the finer points of life, he struts around in a feather rimmed jacket with a top hat and casually executes somebody to test what he believes to be a crude torture device. His goal is to usurp Johnathan and get the Joestar fortune, all while ruining Johnathan's life.
DIO however is the full realization of that brief glimpse of Dio at the end of Part 1. Where he demands Johnathan get a quick death due to the amount of respect he has for the man. DIO is charismatic, he easily gains allies, he can wrap people around his finger, he casually discusses philosophy and what it means to know what your fate is and how fate binds people together. He has even grown past his hatred of the Joestars, just ignoring them while he puts his plan into motion.

hate maybe a strong word, I dislike the part 2 in terms of an adaptation. It did improve the pacing, but it wasn't to same extend as part 1 (and I thought the pacing was pretty good in the manga especially compared to part 1 manga). It also did very little to improve what was already in the manga I feel. Part 1 manga had a lot of problems (I.e. I felt araki spent too long establishing dio as being a dick, danny burning body, etc.) and while it's still there it's been shrunken down into 1.5 episodes and it establishes basically all of the same points in the manga. Part 2 manga didn't have a lot of problems that needed fixing. So it could just be wanting an adaptation like part 1 adaptation where it improves pacing and characters greatly. But part 2 didn't have many noticeable improvements and the improvements that were (like the pacing) didn't feel it needed to be there.
