So I don't know how much this has been posted before, but it's pretty obvious that devils come in a couple of different categories. The most obvious difference between devils are tool-types and independent types.
Tool types like chainsaw and blade are devils that are based on objects used by humans. By themselves, these objects aren't scary but they become lethal when humans use them. Hence these devils want to assimilate with humans like Denji to become much stronger. We can also deduce that the gun devil must be one of these, and has likely assimilated with someone already.
Non tool-types are obviously things that are scary by themselves, like animal types and abstract things. These can still form contracts with humans and take over dead human bodies but the level of assimilation is probably quite different from tool types. It remains to be seen whether there are more special cases and rules, like the blood devil that took over Power was probably weak by itself since blood kind of needs a body to go with it.
