This is a weird mix of part 2/early 3 with jolyne, particularly that hair.

It's annoyingly common to see people convinced Kira was redeemable and even in some cases on his way to becoming good. Arguments range from "he only kills awful women" which is the dumbest shit I've ever heard to "he was clearly becoming attached to Shinobu!" which both would not have stopped him from eventually murdering her and doesn't matter because he was still murdering people for fun.

Josuke has a flat character arc for most of the part.
He does learn a few things like "We can't bring back people from the dead" (even tho that was bullshit) which made him more aware of people's vulnerability. (Keep in that we're from the perspective of a guy who thought he could heal/fix almost anything since young age.)
I also like how he learned how to aim and shoot like Jotaro and then used that same knowledge when he threw that "bloody glass" thing during the Kira Fight

Okuyasu got some of the longest development in the part. He begins development the moment his older brother is gone. Following his older brother, he was wrapped up in said brother's insane and evil quest. Sure, he just started following Josuke after that, but he also began growing as a person. He cared for his father, he began cooking and cleaning in the shitty rundown house, and when they won the lottery, Josuke wants to spend his money on fashion while Okuyasu wants to put it in savings. The culmination is in the very end, when he realizes he must truly follow his own path, but the bricks were being laid since he joined the protagonists.

Another example of something being declared non-canon with no official say-so is Resident Evil Gaiden, which was canonical at one point and ended with a main character, Leon S Kennedy, dying. However, he appears in a game that takes place 7-8 years later. It is assumed you'd know the events of that entry don't reflect the rest of the series based on their contents.
