Yeah, I had to laugh when I saw the live action movie and how they completely dropped the act and made him full bishie with barely any bandages at all on his face

I didn't even see the live action movie, I just thought there was no reason for him in the movie or manga to be this thirsty. It's not like he was an ugly fat midget, he just lost his arms somewhere.

I think you're looking at his actions without context and drawing a false conclusion. One of the reasons Shishio worked so well as a villain was how amicable , casual, and charismatic he was most of the time despite his appearance. He was one of the few villains I've seen in manga where it made sense that he'd have an army of followers willing to loyally put down their lives for his goals. He had an edge to him, sure, he's a villain after all. But I certainly wouldn't describe him as "edgy" like I would some character like Sasuke Uchiha or whatever.
