It's something of a stalemate. Spoilers say the fight is very chunni and is treated as the ENTIRE UK vs Academy City, which I can only assume will be important later, even as a motivation for an antagonist that's neither from the UK or Academy City. I wonder why we did not get an illustration of it.

Now that I think about it, if the spoiler about this fight between Elizard and Accelerator IS treated as the UK and Academy City clashing, I can almost guarantee you some antagonist in part 3 is going to use this fact to start shit and drag Accelerator and/or Touma into a mess. I mean, a lot of this series already has a lot of "you were involved in x, so I'm targeting you for y"/"Y happened because you did x". Kamachi at this point in the volume just wants you think Misaki might have wished him into existence, but since it's the other way around, that's why Kamachi starts to paint Touma in a bad light.

Having short term goals is much better than having a long term goal just for it to be kicked to the side and treated as worthless the next big bad comes around.
