She kind of is. They're unusually large for an otherwise petite build and child-like face. They're also at about the upper boundary of suspension of disbelief; any larger and they'd just be in ridiculous territory, so while there's certainly larger anime boobs, they occupy a different mental category, so these "seem" big.
