By the time of the first chapter she's already being tutored by him and obviously seems him more as a close friend to hang around with that to really make her grades better. By the second chapter she's already thinking about Mikawa as a rival. It is true that she doesn't get as utterly infatuated until later on. Though we also starting getting more chapters purely from her perspectives as we see her trying to catch his attention more, which is one of the reasons for that.
