Anno didn't know how to properly write characters or a plot, the executives embezzled money from the show, and they had no funding to finish. Anno's goal the whole time was to say "just accept yourself bro," so instead of writing an ending, he just had Shinji monologue for 2 episodes lines from Anno's own psychotherapy sessions.

I just finished it yesterday and then watched the EoE. Episode 25 and 26 ought to be watched after watching the EoE imo.

Episode 25 and 26 they ran out of budget, so they were really bad

The ending isn't an ending, it's an overly pretentious emotional climax. Shinji figures out who he's meant to be, but the story isn't finished. Basically, watch the movie if you actually want a conclusion.
