My problem lies with the deeds of evil characters. Some just don’t kill but torture and get a rise out of making people suffer. In this case death by the hero is the only relief from the evil character’s madness.
If a person deems the hero “to be just as bad” they are over simplifying the hero’s actions. It’s not a life for a life, it’s a series of atrocities that will otherwise never be stopped should the evil character be allowed to live.
And around this time someone will say “but we can imprison evil character” who’s to say he will not escape? Who’s to say he will not continue to cause more suffering to others imprisoned with him? To me, only death can end evil and suffering the evil character enjoys to inflict.

Murderers and villains are seen as evil precisely because they violate this fundamental principle. If the hero were to do the same, it would be admitting the villain was justified in his position (that someone gets to have control over others' lives), and break the very foundation our morals are built on. A hero who goes around deciding the fate of others is nothing more than a might-makes-right vigilante, who gives the impression that they're above everyone else in law and in the moral sense, which can never be an acceptable role to have in a functioning and civilized society.

The final world she made was basically a perfect world where everyone was happy, but his existence was basically unnecessary for any of it to happen. The torture porn aspect was clearly to hype her up, since she was a villain alluded to for a while, but then downgraded to minuscule harem member.
What about an anime where the premise is that if you kill someone you actually become them. The people who are beautiful, charismatic, smart, powerful etc would always be on their toes and trained in martial arts or skilled at used firearms because their life would he constantly in danger by people who want to become them. Being something like a famous actor or singer would be extremely dangerous.

The difference is the context of the choice. Youre not actively trying to kill someone, people just will die regardless of your choice. Villains go out of their way to maximize suffering.
Making an example via torture only makes sense if you actually spread the fact that you did it. Otherwise just killing them and displaying their corpses at your entrance will work just as well.
