The difference with Nia, and how it is different philosophically speaking, is that she had her own existence already, she had a measure of ontological inertia. He would not be doing anything unnatural against the flow of life if he gave her the normal human lifespan that she originally could have as a human being before Lordgenome's meddling and linking her life-force to things made her spontaneously lose cohesion.
Bringing back Kamina, however, requires that he take Kamina's existence that was already long extinguished by then and restart it wholesale.

Where are you getting the idea he's capable of such a thing? Nothing about the entire rest of the show indicates Spiral Power would be capable of changing her into a human or bringing one back to life.
