No, it's a callback to season one episode one.
Back then, Lelouch was surrounded by dead people (none of which he had killed before getting the Geass) when he made the contract.
Now, a random person is also surrounded by the dead and so they could presumably make a contract with either L.L. or C.C. now.
Lelouch is suing a small variation of the warning C.C. gave him, except that he says "the power of the King MAY isolate you" instead and adds that they could take away Geass from who aren't ready for it.
The Geass fragments are presumably creating a bunch of new users who arent necessarily ready for the power or aware of what it is.
Perhaps they'll use that as a starting point for the next premise.
