Because the fight wasn't to defeat the chimera ants. It was to give Netero a chance to wank off about being the strongest. At any time they could have sent a ICBM to just incinerate and irradiate every chimera ant in existence.

I'm now in yorknew arc and I think kurapikas middle finger chain and the whole "if I use it on anyone but the spiders" condition is fucking hack writing. Why is he the only one that is doing that with nen? That rule can be easily exploited.

A bunch of reasons my ESL friend. First, Chimera Ants were a global threat so Hunters were getting dispatched across the globe. Pariston and/or incompetent bureaucracy was exacerbating the issue by dispatching Hunters against Ants in poor matchups. In the case of confronting Meruem, a large scale assault could've backfired, especially when Meruem gains more nen and hatsu through digestion. Finally, Netero picked his team with the express purpose of separating himself and Netero because he wanted a good fight. Sure, maybe someone with a portal power similar to Knov could've teamed up with Melereon and bisected Meruem, but Netero's way still worked and he got to fight.
Netero was being a bit selfish, but his plan was also very effective. Just nuking the palace would almost certainly fail. Netero lured Meruem into a tomb where he couldn't escape in time, so it was checkmate from the beginning of their fight.
There are other users that use conditional nen, Kurapika is just the first example of a severely limiting extreme. Most people want to be proficient against a variety of enemies and don't grow up with a vendetta to shape their goal.
A lot of people think Kurapika is stronger than he is. He more or less wasted a vast majority of his potential and is mid-tier against a non-Spider since Chain Jail is without a doubt his best chain. In non-combat situations his abilities are still great and he's very intelligent, so he has that going for himself.
Also, Emperor Time cuts his lifespan so he's giving up even more than is implied for his powers.
The Ants were never a world level threat. They were considered nation-level due to being vulnerable to weaponry all developed characters in the setting have.
The V5 asked the Hunter Association to go. Netero decides to take Knov and Morel with him. Their students wanted to tag along, and Gon and Killua wanted to go to because Gon wanted to "save" Kite.
Netero gives three justification for the plan:
1) He has never fought an opponent stronger than himself, and wanted to experience the feeling.
2) Nuking the Palace would have led to ciilian casualties.
3) Nuking the Palace would have led to an international conmotion due to nukes being technically banned.
The condition of restricting the ability to a person makes your ability stronger, but it is only because of your conviction to beat that person. You can't exactly put any person you want in the condition and expect a strong boost.
And it also doesn't make it THAT much stronger. Kurapika has to test it on Uvo, because he wasn't sure it could hold off all Spiders, which means that characters a magnitude stronger than Uvo could possibly break it.
And in my opinion, Nen having that kind of exploits means that no human could really ever boast the "unbeatable" title based on strength. Which is good because a system that allows someone with such a feat would naturally lead to dictatorship-esque political systems all over the world.
Making everyone vulnerable to "silver bullets" naturally leads to division of labor and a setting more like our own.

The forced Zetsu worked, it would have to be someone that's able to break nen-enforced chains while in a state of Zetsu. That would be something with innate superhuman strength like a really strong Chimera Ant.

Kind of true, except for cults of personality like Halkenburg that are probably far harder to counter with one person's resolve.
Initially it was because every Hunter casualty would result in the Queen adding much more power to the Royal Guard and King. Later, there were few Hunters remaining that'd be helpful to the cause and willing to help

They sent a nuke, technically. Netero just wanted to try for a less drastic approach if it was possible. But the nuke was still there, rigged to explode if he fails.
And they DID stop the ants.
If kurapika is ever in an open combat situation like the one that happened in the chimera ant arc he’s pretty much fucked. He can only sort of cope with 1v1s, and then only if he can continually use emperor time.
In a sense I can see him lose like Castro lost, losing track of his abilities and getting deeper into situations where more flexible fighters take advantage of him.
He panics about it a lot, but the Succession Contest is really a great place for all of his chains to go to good use, besides Chain Jail for now. He can even take advantage of stuff like byproduct baptism.
because it's an intelligent manga and it's a deconstruction. Just sending nukes and destroying everything is too predictable, it has to subvert your expectation to deconstruct the shounen formula. Of course, low IQ plebian shounenfags like yourself would never understand this
