The Greek naming is probably some kind of symbolic/thematic thing on Nakashima's part. The name of the movie is derived from Prometheus, the Greek god of fire.
Promare is a curious hodgepodge of influences, you have the Greek mythology subtext, the Edo firefighters iconography, and the look of Promepolis itself, that at first sight seems based on comic books, but that reminded me of certain American Realism of the 50s ever since they showed the roofs, each with its little garden, pool and colored roof, and I guess it was soft confirmed I was on the right track by this shot of the short.
