Because they're Mysterious Loner to friendly MC like Saucegay or impulsive seethers to crybaby nerd MC like Bakugay. The contrast makes them stand out compared to MCs you have on display every chapter. On the other hand, since MC has much more exposure and time to ruminate on dilemmas with all the cast, the rival usually is stuck with a single problem in most appearances. It makes them more of a character to explore and exchange dickings with MC to heal whatever is the root of their problem.

Bakugo acts the part of a strong character, he does not take shit from anybody and doesn't cry when faced with a challenge. In every scene I saw of him so far he showed leadership skills and managed the situation while Deku acted like a bottom bitch. So don't go wondering why he's so popular, it's quite obvious. Also keep in mind I don't even watch or read this shit exactly due to the protagonist sucking so much, I'm just judging the issue based on all the episodes and fight I've unfortunately seen to my greatest shame.

This is probably the best explanation for OP's question, but with MHA specifically there is some other reasons. The big one imo is that Deku is just lame, but the show doesn't really acknowledge that. He goes beyond just being a nerdy protagonist and into being an annoying dork at times. On top of that MHA in general is anti-rebel, it is about people learning to become productive members of hero society. That's why the heroes are basically just celebrity cops, and why Hori's world building is about how heroes are regulated, support companies, and working as a hero like its a career. So good heroes are presented as well adjusted members of society, basically just normal people with superpowers. Class A is pretty much that as well aside from Todoroki and Bakugo. Todoroki's issue is family drama, he himself is really not that edgy. Bakugo is the only actual rebel in the main cast that isn't a villian. Bakugo is really just an egotistical asshole; he has no edgy back story and he has zero chance or turning into a villian. In a world and story as edgeless as MHA (at least what as been animated so far) Bakugo can basically steal the show.

They want their feel good HERO :))) story as escapism so any loser can feel like they can accomplish anything
