It's very simple. Smaller budgets and less profits means that there are fewer skilled animators. The anime industry is bigger and there is tons of merchandising, but the actual animation studios are poorer than ever. Consequently, their work has suffered.
At the height of Japanese animation, the craft was incredibly well funded. Animators had a lot of control and were stars in their own rights within the animation world. The skill level was very high among animators and the medium was constantly being pushed to new heights simply for the sake of animation. Nowadays, the money goes to merchandising companies and voice actors who are treated like idols. Animators have hit rock bottom and with an ageing workforce that can't keep new blood due to workplace difficulties, the skill level has dropped dramatically.

I think they either should go full cgi and try to make that look good, or stay out of it completely instead of trying to merge the two where both look bad, the end is an even bigger mess.

3D is great for reusable assets, geometric shapes, asset libraries and such
2D is great for organic backgrounds, one-off things (outfit changes, locations)
Making it easier to match styles between both pipelines will give artists more flexibility.

Well Cgi developed now and its futile to argue about that which one has stronger points, its an artistic choice really. I would still vote for hand drawn any day simply because it just looks a lot more pleasing when its fluid. Cgi is still not on the level to emulate that fluidness and natural feeling hand drawn animation does, also there is a big reason why good hand drawn animation is applauded while good cgi is a "whatever" category.

When you break down the cut you realize that what is mainly driving it is the "bayhem" affect of continually reframing the action in discontinuous perspectives to make it feel exciting due to the constant novelty of having to readjust the frame as you watch, but the motions themselves aren't impressively nuanced or dense in detail or anything like that. I notice this method a lot in contemporary TV anime, and it is kind of underwhelming once you catch the trick.

They were on hyper-crunch since they were only finishing production of the episodes hours before they were set to air, sometimes less than that. Weekly anime series have really shitty quality for that reason, because a lot of studios are working like slaves on mega-crunch instead of giving them time to properly animate things. The drop in quality isn't excusable, but it can be explained.
It really shows something when the fucking manga have better high impact shots and dynamic angles than the anime

Don't see how that accurate at all. Many studios actually peaked during the late 00s and early 10s. A1 for example peaked with IM@S and Kannagi and has never managed to reach that level again. Occultic9 was incredible, but fell short of those two. Bones still hasn't managed to match Star Driver and Xamd, and the latter is barely part of the 10s. BADHOUSE peaked with Dennou Coil and given how absolutely terrible thier shit has looked for the past 10 years will likely never stop being a clown studio. IG hasn't made anything on the level of Real Drive in a while, and their more recent works like RoboticsNotes failed to impressed. BEM is already shaping up to be complete horseshit on the visual front. I guess they made the FLCL remakes, but I wouldn't count those as television shows. The only studios that didn't peak during that time are the newer ones, e.g. PA Works, 3hz etc. simply because they didn't even really exist yet or merely served as grunt inbetweeners. Feels like Brains Base and Satelight peaked even earlier. Unless the new Symphogear seasons are more impression than Fronteir.
So I am not sure I am with you on that one. Most studios peaked like 6+ years and barely managed to reach that level again. At least as far as telvision animation is concerned.
