Shinso has never said what the maximum number he can brainwash is, just that he can't grab them all at once. And he doesn't have to verbally control them, all he has to do is stop them. Each one he hypnotizes reduces the threat. And they wouldn't know that whacking each other would end the spell. The Leaguers are intelligent, but faced with an unknown threat, they might not react in time. In fact, rapid fire questions might agitate them enough they start shouting at him, which he could use to his own benefit. Consider that even in the midst of the fight with the LA, they've been unable to resist talking and responding to foes. Further consider there's little outward sign a person is mind controlled, just sudden silence and a fixed stare. Shinso would need luck to take out a group of villains, but there's nothing to indicate it's impossible.

Bakugo’s entire fighting style revolves around his quirk, and it seems to have done so almost since he got it. He might have so much trouble adapting to quirkless hand-to-hand that anyone with a strong enough build could take him. Hell Deku would probably have a major advantage against most people in this situation. He’s been fighting without a quirk (or at least trying to) most of his life and when he finally got one, it still requires him to mostly fight hand-to-hand.
