IMO even if Shinji tried he wasn't getting there in time. Misato was still driving him in the car when Asuka had 3 minutes battery left - there was no way they could reach their destination, get out of the car, up the elevator, and have Shinji in his entry plug starting up in 3 minutes even without interruptions.
And so in spite of that, Misato ordered Asuka to go fight against impossible odds alone when she should have known it was essentially a death sentence.

She waited for him, too, she wouldn't even mention this if she wasn't thinking about it. Misato told her Shinji was on his way to EVA-01 and she held on all that time thinking that dumb, invincible Shinji-sama would be there any second to save her life and put her efforts completely in the shade.

Perhaps they didn't want any direct competitors, or perhaps they simply value variety and wanted to see how this life thing would turn out if it was more restricted, or maybe they thought there was something wrong or unsatisfying about themselves and wanted to spare other living things whatever that problem was. If they do have other goals and desires then those aren't expounded upon anywhere I'm familiar with.

Well besides SEELE, but yes, most of the main characters are understanable and likable.
