I'm not saying it was possible, just that it's bad directing for him to do nothing for so long on screen. It just makes him come off as incompetent or new if he hesitates so much instead of doing literally anything. Kills the tension in the scene; if they wanted it to seem hopeless make it so the guy gets his neck snapped quicker. Right now it just appears like they tried to pad the length for the air time except they used a really important scene to do so.

Right, had to recheck the scene but that doesn't matter because he's clearly still moving which means he should've kept shooting. If they wanted to emphasize how inhuman that was they could've made that wound in the throat highly visible there ; something that would make sense to give him hesitation through horror. Right now when I watched that whole strangulation I had three seconds to take it in but two seconds too long to wonder why nothing was happening. They got the timing off by stretching it out. Either shorten it or make him do something in those last few seconds before the guy dies.

Even if you discard the whole meta knowledge of old cop buddy dies at the beginning for the new guy in fiction I think the slowly increasing struggle to free himself was enough of a cue to both the viewers and Matoba to show that they weren't about to relent.
The increasing struggle to free himself doesn't really have anything at all to do with the zombie's intentions. Until his neck popped I was pretty sure he was going to back away while using him as a human shield.
Which brings us back to what my original problem was: nobody was moving and everything was too passive. If he was going to back away with a hostage he should've started as soon as he had the guy inbetween.

You know, I liked the first episode but this is a valid complaint. It could have been ameliorated by the kill being quicker if they didn't want to change the choreography or the shot. I was thinking they could have had him get knocked away/dazed as another option but realize that would have eroded into his legend of being a badass etc.
To be fair, he probably didn't expect the perp to just fucking off his hostage. Or that he could snap a guy's neck in two seconds flat. There was simply nothing that Matoba could do to fix the situation in the very short time span he was allowed.
As for the idea of snapping his neck even faster, I think that would have been a mistake too as far as direction goes. The lack of a 'beat' in which the tension can even rise would probably just have been as jarring, if not more. I think it was the perfect length of time.
The only way I can think of to 'fix' that scene is for Matoba to try and talk down the perp. Or at least, give him the bare minimum of "LET GO OF HIM YOU ALIEN COCKSUCKER!" or something.
